The old ancient city of Mexico was built on an old lake bed. The Indians filled in areas to make islands, and they used flat bottomed boats for transportation. The Americas did not know of the wheel until until Europeans came neither were there beasts of burden like mules or horse, so moving people and goods was a real problem (on the backs of slaves mostly). The valley of Mexico lent itself to aquatic transportation.
